If the line above is EXACTLY what you have in inittab, then it isn't
quite right. Try changing it to read:

	s1:456:respawn:/sbin/getty ttyS1 DT9600 vt100
	             ^

Also, after changing it, type the command:

	telinit q

and the getty should then start up and show if you do:

	ps -x
