problems updating rpm

I tried to upgrade rpm and it failed - see below:
why? notice that the files it thinks it needs are there.

[root@www rpms]# rpm -U rpm*.rpm
failed dependencies:
/bin/sh is needed by rpm-2.5.3-4.2
/bin/bash is needed by rpm-2.5.3-4.2
/bin/sh is needed by rpm-2.5.3-4.2
[root@www rpms]# ls /bin/sh
/bin/sh
[root@www rpms]# ls /bin/bash
/bin/bash
[root@www rpms]# ls
