booted off a floppy but can't mount?

Two machines, both with nearly identical configurations. One has a newer
scsi controller (b) so we had to do some fiddling in order to make it run.
It currently can only boot from the floppy.
System a is also booting from a floppy, for no particular reason. I have
been able to mount the boot floppy on system a, edit it's lilo.conf and
rerun lilo on it. But on system b, even though it's been booted from the
floppy... I can't mount the floppy.
mount: wrong fs type, bad option, bad superblock on /dev/fd0,
or too many mounted file systems
Does this make sense? The machine boots fine.. but I need to adjust the
lilo.conf to indicate the new memory.
