resolver search domains

I have a question regarding the resolver routines when they receive a
query from a Win-95 host and that query is not fully qualified.
i.e., if the Win client machine does not know it's domain name and it does
a name server query for "mail", I see that the query request for "mail" is
received at my Linux box, but bind/resolve does not find an address.
If I do the corresponding query on the linux box, the debug log indicates
the query is for "mail.ourdomain.org", which is part of the
/etc/resolv.conf search list and it sucessfully looks up an address.
Do the resolver routines not apply that same search list on queries that
come from other hosts? If not, is there any way I can get name server
responses for a small list of unqualified names (mail, smtp)? I am trying
to set up client machines independent of their domain name to make it
easier for employees to dial in to a ppp server at the nearest site.
I am running RedHat 5.1, bind-8.1.2-5, on an Intel platform.
