I believe gtk+ versioning is similar to kernel versioning, where z.y.x is
the version number, and the y part is even for stable releases and odd for
development releases.
The gimp, as bona-fide non-beta software, uses the latest stable releases
of gtk+ and glib, (1.0.x), not the latest so-called bleeding edge releases
(1.1.x).
Gnome (e.g.) on the other hand is alpha software (maybe they call it beta,
I forget), attempting to use all the bitching new features available in
its supporting libraries, which means that it's built against 1.1.x
versions of gtk+.
