spawning xdm too fast

Hello,
I'm trying to check out the use of xdm on my Red Hat 5.1 system.
In the console I run "init 5" and the system spits out something
about spawning xdm too fast and then it says it is waiting for
5 minutes. After 5 minutes the spawning too fast message is repeated.
Has anyone seen this and what is the solution. I don't what to mess
with /etc/inittab until I know how to run xdm.
