Thanks for the pointers people, I did neglect to mention I was booting from
a floppy :-)
So, the /etc/lilo.conf file on the hard drive wasn't even being read. No
wonder it wasn't working.
All is well now, I edited the lilo.conf file on the floppy and ran lilo -r
/mnt/floppy
