There are 2 issues for DVD support under Linux:
1) file system support. DVD uses a filesystem called UDF (universal
disk format). This is being worked on, see
http://www.trylinux.com/projects/udf/
2) some way to show movie. This means either writing a software based
DVD movie player, or writing a program to control a decoder card. In
the case of the Creative Labs Encore, it means signing up for their
developer program (non-disclosure agreements involved) and then hoping
that they will provide enough details to be able to control the
decoder card.

Right idea, wrong scale. The geographic regions cover entire
countries or groups of countries. Region 1 includes the US and
Canada, region 2 covers Europe (for PAL) and Japan (for NTSC), etc.
This is designed for 2 reasons, to allow the studios to play their
games with release dates, and to protect the distribution rights when
differenct companies own the rights to a movie in difference parts of
the world.
