Although my experience with RHL 5.1 systems is somewhat limited, I seem to
recall that the program you invoke with that kind of Control Panel call is
called "glint" (at least it was that way under RHL 4.2). glint in a RHL 5.1
system is broken, and I'd recommend you refer to the Red Hat web pages and
study the errata listed for the RHL 5.1 system and apply them as necessary.
