xntp package working???

I have been struggling for the last week to get the xntp package that came with
RedHat 5.1 to work. I had xntp working under Caldera but for some reason it
just will not function now that that I've ungraded the box to RedHat.
The kernel reports that ntpdate is running and sync'ing with a time server. I
get a message back within a few seconds that I'm out by a second or so. xntp
then starts up and everything seems fine.
However, in the /var/log/messages there is a line that states that port 123 is
already in use and xntp failed to initialize. Finally, xntp sync's to the
local host. Using netstat I've looked at the ports in use and 123 isn't one of
them. In /etc/services 123 is allocated to time services.
Has anyone actually got xntp running with RedHat 5.1? Anyone have any ideas???
