Load ntsysv or tksysv and make sure lpd is loaded in your runlevel (3
and 5 should work). Then "/etc/rc.d/init.d/lpd start"
As for restarting, that probably is the result of the module loading.
Perhaps you could add "/sbin/modprobe lp" to /etc/rc.d/init.d/rc.local
