Do you mean you literally typed:
shutdown -h/-r now/ -r now..
or did you type:
shutdown -h now
or
shutdown -r now
The "halt" command isn't the right way to do it.... since I haven't used
halt on my RH box I can't say for sure what messages you get, but on
other unix systems there may be none, or only one saying the system is
halted.
Does shutdown literally give the same output as halt, or no messages?
Perhaps you could post here what it says.
I'd suggest checking permissions on the shutdown, reboot, and halt
binaries (in /sbin). And you ARE logged in as (or su'd to) root when
you execute these, aren't you?

some shells want you to not use logout, some will accept "exit", or
^D.
What happens when you type "exit" ?? How about ^D?
