I think your hdb2 is/was an EXTENDED
partition. You can make a filesystem in
a PRIMARY and LOGICAL partitions only!!!!
Lots of people do this. It is understandable because
the DOS partitioning stuff is such a wad of bubblegum
and scotch tape.
