Do you have the .htaccess files correctly pointing to the right account/group
and or the right location?

go to http://hoohoo.ncsa.uiuc.edu/docs/tutorials/user.html and that should
tell you pretty much how to setup apache for the .htaccess, someone told me
to do this and I had it working shortly thereafter.
