Shift-Tab broken?

For some time Shift-Tab has not worked in applications like
Applixware, CBB (a personal finance program) and some other X
applications.  (Interestingly, it still does work in Netscape.)  I
have looked through my .fvwm2rc95 file and the only lines there
dealing with Tab are

Key Tab         A       M       Next Focus
Key Tab         A       MS      Prev Focus

and I know what these lines do.  Ideas?
