Well, on this particular server, /usr has tons of free space though
/var is a separate partition just like in your case.  My solution was
to modify news.daily so that if the server was still paused "Expiring
process xxxx" after expire finished then it sends out a "ctlinnd go".

Everything seems to be working fine now.
