This is normal. At a college where I study all SunOS and HP-UX
behave that way. Every year, administrators run a script that adds
about a hundred new users with the same name "Studentid" name and
it's really nice that users can change the default name. So, you
shouldn't blame Linux: chfn works the same on some other Unices as well.

Have you checked /var/log/secure??

Hmm... I haven't noticed that. All users I add are added properly.
I do have complain about "userdel" command tho: it doesn't make a
proper cleaning: an entry gets left behind in /etc/groups and
/etc/shadow.
BTW, I am running a version of shadow someone announced on the list
about
a week ago, not the "official" RH shadow package.
