Problems with logger in 4.0

I've got two machines newly upgraded to 4.0 (with all updates applied)
Neither of them seems to have a functioning "logger" program, although
syslog seems to be logging sendmail/xntpd and various other log requests.
(yes I have checked /etc/syslog.conf)

The machine I have that is running RH-rembrandt logs with logger just fine.

logger -p mail.info "This is a test"

puts "Nov 27 07:45:12 ftp colin: This is a test\n" in the /var/log/maillog
only on the rembrandt machine, and has NO effect on the 4.0 machines.
Anyone else seen this?  Does the logger command work on your 4.0 systems?
