I have found that the installation guide that comes with netscape actually
explains most of it (its one of the files that gets uncompressed in the set).
Their readme file has some extra stuff too...

There is some stuff they don't tell you, like setting up the network 
information (under OPTIONS above the tool bar); if you have a multi-user
setup, you may want the .netscape directories and associated caching and
stuff in each user's home directory.
I set the rest up in these places:

/usr/X11R6/bin/netscape
/etc/X11/netscape/Netscape.ad
