Various missing files after 3 installations

Okay, I have installed RH 4 three times now, and each time I find that I am
missing ceratin files.
I am trying to setup a SLIP connection to my ISP and I am refering to about
4 different .docs from
the net.  All four of these files refer to files that I do not have.  Why
am I missing these files?
for example when i try to use locate, it says it cannot find
/var/lib/locatedb <- this file was there 
after the first installation but now it is missing.  Then there are a lot
of conf files missing that I think
I need to edit to get my modem to work, getty files, etc.
I installed off of the CD-Rom and am selecting install everything

Any thing you can think of will help ...
