more Hard Drive Install problems...

I hope I am not reiterating something that has been answered already,
but I can't seem to find an answer in the achives or help files.
I am installing red hat 4.0 from scratch off of an msdos/win95 hard
drive partition (first ide, first partition. Installing to second ide,
fist parttion). (downloaded everything with win95, the fat is still
msdos)
Everything goes ok till the install tries to 'install system' whereupon
it says 'fatal error, failure reading rpm archive' but doesn't say what
archive, where, how and why. So nothing can be done, I keep re-checking
that i have all the necessary files (maybe the win95 filename shortening
system has screwed something?) and that all my rpms are current and
complete. I am installing everything on the redhat site except *.devel
rpms.

What is wrong with my install?
