PAM IS BROKEN PLEASE HELP!!

Hi All,

I have installed ALL of the upgrades and modified the pam.conf per the errata.
No matter what I try I cannot change my passwd. 
When I type passwd as root or any other user I get "Authentication token
manipulation error". What does this mean and more importantly HOW do I fix it?

This was a clean install from the cdrom that I purchased from redhat. 
I paid the $50.00 and I would like to get this solved. 
What does it take to get an answer?? I sent a message to the support mail 
box over 3 weeks ago (The support robot said things were backed up 5 days).
I have tried this list before and not even a guess (or a response from the 
support people. Yes I got the automated response saying that support got 
my request). 

Sorry for the rantings but I am getting frustrated and Thanks in Advance
to anyone who trys to help.
