4.0 update and login failure

I am using 4.0 w/2.0.18 kernel and upgraded the latest PAM and Netkit
RPM's
Now when users attempt to connect by modem uugetty askes them for
user name and then it hangs.
What do I do? reload old rpms from CD?
How do I find out exactly what is hanging it?
