"Install bootloader" error

I see this error happening in about 9 out of
ten installs of redhat-4.0:
An error occured during step "Install
Bootloader" of the install.
You may retry that step...
This happens regardless of
what selection is made for
where the bootloader is to be installed,
/dev/hda, /dev/fd0... it doesn't matter.
Retries do not work.
I know others have seen this happening.
What is the best workaround for this
problem, and what is the long term solution?
