We would like to use qpopper here because of the bulletin feature.  However, everytime we use 
it, we start seeing the following error in the logs.

Wed Nov 20 18:38:19 1996 [6277] hostname@our.site.edu: -ERR Unable to open Bulletin database, 
contact your administrator

We are using the bulletin database, rather than keeping the information in each individual's 
user directory.  The reason for that is we have potentially 8600 users.  This system is strictly 
for POP3 mail.  They cannot telnet in.  We have all users with the same home directory.  Here's 
a sample of what the passwd file looks like:

username:passwdhere:545:4040:Devil, Lucky:/tmp:/bin/nologin

Can anyone offer insight as to what the problem is?
