syslogd is blocking single-user mode?!

I can't go single-user as long as syslogd is running.
If I invoke
telinit s
the system sends everybody the TERM, sits there, and looks dumb.
It never sends KILL. Fortunately, I can CRTL-C to runlevel 3.
If I invoke
telinit -t 0 s # have to be cruel to be kind ?
then both TERM and KILL get sent, but the system just sits there.
By trial and error I discovered that I have to manually kill syslog
before telinit can successfully take the system into single-user mode.
I am running syslog from sysklogd-1.3-9.src.rpm
and telinit from SysVinit-2.64-3.src.rpm.
Both packages rpm -V with no discrepancies.
What's up? I don't remember ever having to kill anything manually
in earlier Linux installs. Could this possibly be a Colgate bug?
