New monitoring daemon for APC Smart-UPS

I've packaged an initial version of a daemon to monitor the state
of an APC Smart-UPS from a Red Hat Linux box running a 2.X kernel.
You also need a proper serial cable, such as that included with
APC PowerChute.
It works just fine for me, but isn't very feature-rich at this
time. I'll be adding more UPS control features in the future,
especially if APC releases programming information to me. I wanted to
get something out quickly so that I could use it myself.
Basically, it monitors a Smart-UPS for a power failure and shuts
down the system (properly via init) when the battery level reaches 40%
(this value will be tunable in the next release). It also logs
the battery charge level whenever it varies more than 10%, whether
charging or draining.
