su from sh-utils-1.12-10.i386.rpm doesn't implement the wheel group
checking. The current pam doesn't either. I don't think we'll be
adding wheel group checking by default when we upgrade pam, either.
The latest version of pam includes a wheel group checking module.
The point was that you are no longer *prevented* from implementing
wheel group checking; that type of policy decision has been removed
from su entirely and put into pam.
