That's what the big guys want you to believe. You can use
any address you want. They just set up an Intranet at a local
University, I tried it, it's nothing but Apache serving
pages except it can be accessed only from their campus.
The whole "Intranet" hype is nothing but they want to present
it as a revolution in computing to make $$.
Anyway, I just specifically checked, the address of their
main "local web" server is 10.0.2.18 and the same web server
has another IP which is accessible from the Internet.
I'd certainly change my opinion if someone could give me
a couple of good reasons why I should use the 10.0.0.0
and 172.16.0.0 and not 10.0.0.9 and 172.16.0.4.
