Are you also running pcmcia? I ran into a similar problem with my
Winbook XP (has internal modem on DOS COM2). Turned out the pcmcia
driver was grabbing the IRQ used by the modem; the solution is to
uncomment the line in the pcmcia config file (I think it's under
/etc/pcmcia) that tells it to ignore your COM port's IRQ, or add a line
that does the same. (If my laptop were accessible at this moment, I
could tell you the exact line).
