poppasswd & pam??

Anyone who has used or tried to use poppasswd, does it require a entry
in the pam.conf file in order for it to work under RedHat 4.0? I read
what little docs poppasswd has and its running, but when I try and use
it to change the password of a user, it gives me the error
'500 Unable to change password.' and then it disconnects. From what I
can tell, this just does a SUID call to passwd and changes it that way.
Would this be affected in any way by pam??? If anyone has had any luck
using this with Redhat, preferably 4.0 let me know, and how you set it
up.
