mtools broken?

Yet more 4.0 issues. (mtools-3.0-3)
On two 4.0 boxes, I am unable to use mtools to read a floppy. The
floppy is a know good floppy the drive is working. This is proven
by mounting the floppy via
mount -t msdos /dev/fd0 /mtn/floppy
all operations work properly.
But mdir a: fails with:
Bad FAT for drive A, trying secondary copy
Could not read FAT for A
Cannot initialize 'A:'
Any clues?
