RedHat 4.0 was confusing at first, myself having upgraded from 3.0.3. But
I discovered the best way to get a PPP connection going in it was to use
the control-panel applet netcfg to set it up right. Once I figured out how
to use it, it was very easy. Just goto interface, and add one. Call it
ppp0 and go through all the sections and fill out the necessary
information.
