Setting Up PPP link to ISP

I'm running Red Hat 4.0 with the updated rpm's, and most of the system in
nice. I would, however, like to get the pppd to behave, so that I can
(preferably) get diald running or (alternatively) setup the link to my ISP
as a user and not root.

I tried using the nettool first (as root). This does not work, has not
worked, and doesn't appear like it will _ever_ work. YMMV.

I was able to get "dip -t" working, when run as root, but since this
doesn't lead to getting diald running, I haven't worked on scripting.

After copying, and editing, to /usr/sbin, I have ppp-on (with
ppp-on-dialer), and ppp-off working when I log in as root (su _doesn't_
work, you must come in as root from the login prompt). All scripts &
executables supposedly are setuid root (which is a security hole I
beleive).

What more do people need to point me in a usable direction? (I've been
into the man, the HOWTO's, and whatever else I could find, but all the
words have succeeded in doing is confusion). I would like to move on to
getting local mail done right & getting netatalk running to give the kids
access to laser.

To make a long story shorter - HELP!!
