apache still not starting properly

OK, some people sent me notes saying that Apache 1.1.1 would start spare
server processes as needed, but it is still not starting up properly. This
is with redhat 4.0 (kernel 2.0.18-6, apache-1.1.1-3.i386.rpm).
/etc/httpd/conf/httpd.conf contains:
...
ServerType standalone
...
StartServers 5
...
According to the apache 1.1 documentation at www.apache.org this should
result in _five_ child processes being started when httpd is run. It's just
not happening. There is only one httpd process which doesn't change during
multiple accesses. It doesn't seem to matter if apache is started by the
init scripts or if run manually.
Thoughts or suggestions, please.
