If the machine just runs Linux, then set the cmos clock to UTC and set the
timezone up correctly.

Nope - that's handled by the timezone function.

Yup...

1) Set the CMOS clock to UTC.
2) link the file /etc/localtime to the correct timezone for your zone, in
my case this looks like

lrwxrwxrwx   1 root     root           37 Oct  5 21:54 localtime ->
/usr/lib/zoneinfo/Australia/Melbourne 

3) edit /etc/sysconfig so it reads

CLOCKMODE="GMT" 

4) reboot.

If this machie has a 24x7 connection, I suggest you get xntpd (there's an
rpm for this in the contrib area of ftp.redhat.com) and set this up to
synch the time to tow/three good ntp servers close (in net terms) to you.
This will keep your clock from drifting away from the actual time...
