dumb question about time

Hello,
I'm trying to set up a Linux box for the elementary school where I help out
(using RedHat 4.0 of course) and I have a question about the clock set up.
New install asks about the the time zone and whether it should be stored in
local time or Greenwich mean time (UTC?).
What's the best choice for a dedicated email machine hooked to a T-1 line?
If I picked UTC time, does that mean I have to offset the CMOS clock by 5
hours to correct the time reported by the system (set the CMOS clock TO
UTC)?
If I want to change whether it's stored in local or UTC, how do I go about
it? Is there a file somewhere that I can edit?
Thanks in advance for the help. Soon we'll have an entire site of RedHat
using elementary kids!
