chmod perms, autoset?

This is more a unix type question rather than redhat, so anyone
feel free to email the answer rather than clutter the list more.
How could I set permissions on a directory so that the files place
in it by other people have the exact permissions I want them to
have when created? So far, I've done chmod (set the settings I want)
and then chmod g+s so it sets the files within the directory to
force to the same group bit, but could I do that for say, a person?
or exact read write execute settings ?? It would be nice if I could
let people create a file, and then when they were done, it would
become chmod 644 and group owned by a specific group at least, not
so much concerned about the exact owner of the file, else the owner
I'd want would remove their permissions to do anything but create
a empty file.
