This sounds like the trouble I had.  Turns out that xgal needs to have WRITE
permission do /dev/dsp.  As root, just do "chmod o+w /dev/dsp".  Now it lists like so:

crw-rw-rw-   1 root     sys       14,   3 Apr 25  1995 /dev/dsp

And it works fine.  Otherwise it will dump core the first time a sound is played.
