Some Users cannot log in via FTP

I have a system set up where a user can log into a host to upload via ftp
to their personal directories
RH4.0 is the OS
some users can, and some cannot log in via ftp.
I have not been able to track it down to anything.
I set up two accounts side by side, gave them the same chmod perms just
diff UID's
one will log in
the other will not
