You can certainly do it manually (no harder than using netcfg, really.) 
You need to edit /etc/resolv.conf, /etc/hosts, /etc/networks and maybe the
some other files.  See _Installation and Getting Started_ at

Also, check the Redhat manual (although that may just say to use netcfg).

The program I mentioned, linuxconf, has an ncurses interface.
