No, but Red Hat is a newer distribution. As of libc-5.2.18, it is no
longer required to link with with libieee, the functionality has gone into
the main libs.

BTW: Mesa-2.0 is a lot newer. I've made an RPM of it , and I'll probably
upload it RSN.
