I think this is answered in the Debian FAQ.  The problem is even with
the FSSTND, distributions still put thigns in different places.  I
think the general stance of the Debian team is "we're not gonna do
it"... 'it' being making an rpm to dpkg converter of sorts.

However, I wonder what Red Hat's stance is?

Perhaps a dpkg.rpm.

(Does Debian support relocatable packages?)

At least, with relocatable packages part of the filesystem problems
could be solved by installing Debian pkgs in /opt/debian (or wherever)
and appropriate symlinks.

But, how many packages are there only in Debian package form?
(inlcuding tarballs as another form.) How useful would the work be?
