I don't think the two approaches are really mergeable, because if they
were, then there would really only be one Linux distribution.

There is an option in dpkg (and dpkg-deb) from Debian to just extract the
files from the package. Then you could just put the files in the proper
place and configure it manually. I know it is possible to somehow install
dpkg on a non-debian system, but I don't know the details. Of course,
you'd have to be careful when doing this sort of thing so that you don't
muck up the RedHat package database. It would be better to install under
/usr/local/ .

Christoph Lameter has added the ability to convert rpm's to deb's in his
debmake package for Debian. It would be nice to be able to go the
other way.
