Make sure you have this in your ~/fvwm2rc95:
#Style "*" ClickToFocus
# Comment the above and uncomment one of the following if you prefer
# focus follow mouse.
#Style "*" MouseFocus
#Style "*" SloppyFocus
#Style "*" AutoRaise
Notice: if they are _all_ commented then you get the feature
you want. If you uncomment the first one, then you'll be forced
to activate windows by clicking on their titlebars rather than
anywhere inside windows.
