Yes, permission on resolv.config caused the problem.  I think I
was able to pinpoint the problem further to the Network
Configuration tool of the Control Panel.  The problem occurred on
two of four machines I installed RH 4.0 on.  Both of them had no
network cards at the time of Linux installation.  On both of
these I used Network Configuration after installing the network
cards, and that _created_ resolv.config in 600 mode.  Permissions
on nsswitch.conf were set to 644 by the tool(?) though. 
Apparently the script creating resolv.config at the time on
installation does create it in correct 644 mode.

Thanks for your help.  I did not think of checking the file
permissions after using the Network Tool.
