rc.local doesnt run at boot (I think)

A strange and annoying thingie I've just noticed...... when using the 
3.0.3 system I found a howto on how to turn on some/all cons. 
something like :

for t in 1 2 3 4 5 6
    setleds bla bla bla

and the suggestion to put the stuff into rc.local. And it worked.... 
But now when i'm using 4.0 it doesn't turn on the numlock at all... 
BUT if i run rc.local manually after login it turns the led's on. 
Strange or what? as far as my mind goes this means rc.locak deasnt 
run at bootup......

Gentlemen, join me on my quest for enlightment! We will have our 
numlocks on at all times, and never shall we distrust our god! 
NUMLOCK NUMLOCK NUMLOCK!!!!!!

eh oh ... got a bit caried away there sorry.... anyway.. I would 
appreciate any help on this.
