Red Hat 4.0's apache ignores .htaccess

I just installed RH40.  I've put in all the relevant updates.  But
.htaccess files don't seem to work in apache.  The file is ignored as best
as I can tell.  It let's people get in without passwords.

This is one of the .htaccess files successfully being used on another site
that won't work on the RH40 apache.

AuthUserFile /www/pss/htpasswd
AuthType Basic
AuthName PSS Associate

<Limit GET POST>
require valid-user
</Limit>

The htpasswd file exists and was successfully used on another system.  No
errors show up in the error_log.  No vhosts or anything else beyond the
basic apache setup is being used.

I have looked through all the FAQ's I can find, all the /etc/httpd/conf
files, and checked the RH40 release notes.  Any help would be /greatly/
appreciated.
