Can not run xterm on RH 4.0

I am trying to open an xterm running Metro-X on RH 4.0 and I can not get
xterm to run. I tried the menu items for an xterm and nothing happens.
Then I ran file manager and clicked on xterm and nothing happened. Then
I checked the xinit file to add xterms and they were already there but
they do not run when X starts.
I am running a Pentium 60 with 32 meg RAM, NCR53-810 SCSI, Number 9
GXE64 Pro video.
The only strange thing I noticed was the error
Couldn't load XKB keymap, falling back to pre-XKB keymap
in the Xerrors log file.
