Peculiar Modem problem

In MSDOS , I can use my modem to dial out , ...etc
In linux : Single user mode --> minicom works fine
Multiuser mode --> minicom doesnot work

MYPROMPT> cat /dev/modem or cat /dev/cua1 (ie COM2 port in MSDOS)
cat: /dev/modem: I/O error

Can anybody tell me , why is this happening. I have tried this command =
from
root as well as user side with the same error. =09
